Past perfect or past you choose. These two tenses are both used to talk about things that happened in the past. However we use past perfect to talk about something that happened before another action in the past, which is usually expressed by the past simple.
So is it past, or past perfect?
It's past perfect because it's -had designed- so it expresses an action that took place before some other action in the past. If it was designed alone it would be past, but since I added had to the past participle it becomes past perfect.
