It is A and B. The Declaration of Independence was merely a declaration to Britain of the self-declared independence of the colonies from British rule. It really had nothing to do with creating a government. Because the United States didn't even have a finalized government until a few years after the war. The Articles of Confederation was the first draft of the US constitution in 1781. It didn't nearly give enough stability that the colonies needed for a government. So it was then rewritten in 1789. This became the constitution we know today.
