No mods cannot do anything, they are accountable to Admins. Moerators are people assigned by the Admins to enforce law so it's necessary that no one could block a mod but still if you find any moderator abusing their powers you can send your complains to abuse@openstudy.com

Another reason you can't block them is because they are required to be able to contact any user on OS.

And also when you block anybody on OS it won't tell them that they were blocked. The only way they will find out that you bocked them is a) You tell them or b) They try to message you. When you block anyone they can not message you.
