There have been continued attacks by al-Qaeda terrorists since 2001. Until his death, Osama played an important role in shaping the group's mission, and al-Zawahiri still does.

so to answer ur qusetion 
They started as a US/CIA supported liberation force in Afghanistan but when the Soviets had left the country they were dropped by the US and they turned into a radical islamistic terrorist group
