In both cases the farmers are tied to the land. They have to support the local lord. In turn he has to support a higher lord. The difference at the top. The Emperor lacked direct control over the diam-yo. His role was religious and ceremonial. At different times a national leader would arise who could be named Shogun by the Emperor. He would be a military leader. He would have control over the local lords. If the power of the Shogun waned, power would shift back to the local level.
