it's definitely not B, there's no reason in the passage to hint at the fact that he wished that Snowden he had arrived after Christmas... If anything it's A because he could actually state that Snowden was actually a Christmas gift like the bold sentence.
True....
Another thing is that Putin could be sarcastic (though he has little reason to be) since dubious means like hesitating or stuttering to do something, and C says he wishes he wasn't stuck in his country. This could be correct because it says that the US intimidated other countries from accepting Snowden.
