If the oil were to double or even triple, why would they need to make s policy that have a goal of restructuring, or changing, their old energy policies? If it were to stay the same, then they wouldn't have to do much. As we all know, nothing lasts forever, so "decrease" would make the most sense, wouldn't you agree? @Alice2112
