A congressman is anyone who is a member one of the houses of congress in Washington DC. It can refer to either a representative or a senator. A senator is a member of the Senate, which is a specific house of congress. So to sum up: all senators are congressmen, and all congressmen are legislators. But not all legislators are congressmen, and not all congressmen are senators.
