KE before it is released is 0, bcoz it has energy stored (WORK IS DONE AGAINST THE GRAVITY) in the form of potential energy. That is W= P.E, as energy is conserved hence {PE+KE=energy total} KE is zero.

Any object at rest has zero kinetic energy.
