Since P(rain)=70%, P(rain & wind)=80% and given it rains, then by definition of conditional probability P(wind|rain)=P(wind \(\cap\) rain)/P(rain) and recall that P(wind \(\cap\) rain) = P(rain \(\cap\) wind) and that P(wind|rain) reads as "Probability of wind given that it is rainy".
