Basically, Hitler came to power through politics-as-usual procedures, that is, using the standard mode of parliamentary procedures. The NSDAP (nazis) were the leading party of early 1930s Germany but were by no means the majority party. In order for any gov. proposals to be passed a majority had to be reached. So every party in Germany allied with NSDAP whenever they wanted something done. So the NSDAP was the gatekeeper to political power in Germany. When conservative leaders wanted to run Germany according to the old-german-right-wing they(such as Hindenburg or Von schleicher) needed support from Hitler. So we had the president and chancellors of the reich actively trying to court favor from Hitler. But Hitler would have none of this, he didn't want a compromise or rather a half-victory, but instead a full triumph over the democratic regime. So he refused the alliance until the conservatives, tired of the disorder which this ineffectualism in gov. was bringing, helped Hitler in his winning the chancellorship. Hitler ultimately appealed to the masses because of his insistence on patriotic renewal of old germany which had been beaten like an obsequious dog by the allies, and his promise of greater regulation and oversight of business in the wake of the great depression.
