Is the relationship shown by the data linear? If so, model the data with an equation.

you can see that as x changes from 1 to 7 y doesn't change
but from 7 to 13 Y does change.

If it is linear then the change in y is always the same for equal changes in x

try skething the points on a scrap - it will be evident:
