passive voice, is when the main verb of the sentence has no subject that performs it.

because the verb painted is not being performed by anyone. It was painted, Don't confuse with "someone painted the windows"

because when you say "someone painted the windows" that would have a subject "someone" and thus verb "painted" would have a subject of "someone". this would be as good as "Sam painted the windows" (as far as the passive voice goes). And nor "someone painted the windows" or "Sam painted the windows" is a passive voice
