it made them look skinnier, is was also the equivalent of a bra

to look more like a lady, look smaller in waist size, some wore it to look fancy but mostly because thye wanted to look skinnier

The proper etiquette was they had to have small waists for there dresses. The smaller the waist the more proper and higher up in society you were.
