They included it so that way people can not cheat on tests by quickly posting their questions, closing it and reopening a new question so that way they can get their timed test out of the way.

If you ask, they have a minute or two delay before you can ask a new question. If you make a mistake while asking, just use the edit button rather than posting a new question.

It does it for every subject. I have heard it happen in math too.
