@Gokuporter did you read what @Nnesha wrote?:) She said if you need to change a percentage TO a decimal you want to divide by 100. So your question wants you to change 4.03 % to a decimal. So that means you have to DIVIDE 4.03 by 100 and you'll get your answer :)
