The empire was divided into three equal portions among Charlemagne's heirs. c. Charlemagne decreed that after his death, his empire be held together by a royal council. d. The empire was very flawed in that the ruler was to leave his land to not the oldest, but all of his sons. This, as they perished, the amount of land distributed grew smaller and smaller, eventually dissolving the empire. They were also invaded by the Vikings and the Magyars. So I would assume the answer to be B.
