The arrow indicates that we are to get the scale factor from the large quadrilateral to the smaller one. Corresponding sides of similar polygons are in proportion so going from left to right, the scale factor is 21/12 = 7/4. But, that option is not on the list. So, there may be an error in the writing of the option list. Or, you could get the scale factor from small to large polygon. That would be 4/7. So, you will have to decide what to do about the answer. @jacobwat
