Prince Klemens von Metternich's claim that he was guided by the principle of legitimacy meant *territories would only be returned to those who had a legitimate claim to them. *lawful monarchs from the royal families that had ruled before Napoleon would be restored to power. <<< *he was the legitimate and lawful heir to the throne of Denmark. *the old tensions that had existed prior to Napoleon would resurface. I wasn't really sure about this one, so it's probably wrong :/
