I don't like when people get their questions answered and leave it there not closing it, it ticks me off. It's so MANY!! I think that some people should be granted to close other people questions, when they're answered. Like Ambassadors, and, some Good picked Normal users!

Hmm. 
First step is to befriend a mod. 
Second step is to tell him your plan. 
Third step is to message him any links and ask that if he/she may close it. (But very nicely)

But this is not really a major concern.. And ambis duty is to welcome new users not to be closing old questions.

Also the easiest method is to message the user and kindly ask him to close the question and give him the link. But don't worry! If they have to ask another question, they will have to close it to post a new one!

Yeah there isn't much we can do besides what TSO said 

Jus tell a mod or PM the user nicely  to close the question.

also once they get closing powers, the users will next ask for deleting powers to delete some spam questions. And they may abuse these powers.
