Eventually they may appeal to the Supreme Court. If the Supreme Court agrees to hear the case, the nine justices then rule. If a majority of the justices agree, the executive order is declared unconstitutional and removed.

I'd say C. People have the power and if enough people sign a petition towards a certain action, they can get it removed.
