here is the information you have been given:
diameter = 4
therefore radius = 2
then Height of cylinder = 8.5
and Height of cone = 13 - 8.5 = 4.5
then you have the equations
Volume of Cylinder = pi r^2 h
Volume of Cone = (1/3) pi r^2 h

And cone is pi 2^2 = 4.5?
