Future means it will happen past means it has already happened present means IT IS happening. Knowing this, when the man is surfing do you think he has already surfed, he is going to surf or is he surfing now?

I'm sure you know the sentence is in the present, but the difference between present and present perfect is that present perfect is an action that started in the past but still continues into the presenet. Here is an example: My mother has just gone to the store. But present sentences are happening right now--so in this sentence--The young man surfs cautiously in the large waves--the action is happening RIGHT NOW--so the answer is A: present.
