quite simple, if you need 1 cup of flour to make 1 cookie, then, if you want to make 2 cookie, how many cup of flour you have to use?

You see 1 cookie ----------1 cup of flour 2 cookies----------2 cups of flour and so on... Hence the number of cookies RELATE to the number of flour, (in other words, it depends on the number of cup of flour you use)
