revolts were poorly organized. few people supported the revolutions. liberal reforms were impractical in daily life. monarchs reasoned with the rebels.
Radical revolutions rarely succeed in backwards countries. All the most successful revolutions take place in countries which are the most free. Radical revolutions tend to just replace the former monarch or dictator with a new monarch or dictator. (I was yelled at that I cant just give people the answer so I hope it helps.)
