What must be demonstrated for the election of government officials to be perceived as legitimate? The nominee must pass his campaign policies after being elected. All legal votes have been counted accurately. International groups must oversee the voting process. The elected nominee must not have spent the most campaign money. All media must fairly present all candidates.

"All legal votes must have been counted accurately" (b) is a necessity if an election is to be regarded legitimate. (a) is incorrect as many political leaders elected legitimately do not follow up on their campaign promises nor are they lawfully bound to. International groups have usually no business meddling in a nation's elections (c), plenty of legitimately elected political leaders outspend their opponents (d), and unfair coverage by the media does not negatively affect the legitimacy of an election (e).
