The Bill of Rights protects the citizens. The Declaration of Independence was a middle finger to the British. The Articles of Confederation was a first draft. That leaves the supreme law of the land...

The constitution articles of confederation were a fail that's why we had a bunch of farmers rebelling and such the declaration of independence, well help us say no no to Britan, and the bill of rights gave us our....rights. The constitution, by process of elimination is the answer. Also because yeah that's what it did.
