noncolinear is when the point does not lie on the line

if x changes by 1 (if x goes from 0 to 1) y changes by 2 (from 8 to 10)

Look at some of the other numbers:
if x changes by 2 y changes by 4

If a function is linear it has a constant slope. That means if we change x say by 1 y will always change by the same amount. If we change x by 2 y will always change by the same amount(2 times what it changed for 1).
