Well, "debates if it will go" means "tries to decide where it will go" A. Does trying to decide where it will go show that it has trouble making up its mind? Probably. B. Does it show that the snowflake is mean? No. It shows that the clouds are mean, but not the snowflake. C. Does it show that the snowflake is whiny? No. The wind is whiny, but not the snowflake. D. Does it have trouble getting along with others? The poem never says it does, so No. So, A is correct.
