I'm not sure what you're asking here but the Presidential Election system is actually left up to the Electoral college where if candidates have to win the state to win a certain number of votes. In the Gore v Bush campaign Gore actual did win the popular or majority vote but lost because Bush won the states in which there were more Electoral votes.
