its a group of people who get together and talk about their drug addiction and or mental illnesses or whatever else they need help on. they usually have a therapist in the group and its a way where people help each other out

Therapeutic community is a participative, group-based approach to long-term mental illness, personality disorders and drug addiction. The approach was usually residential, with the clients and therapists living together, but increasingly residential units have been superseded by day units.

It's like a community where people live to talk about their mental illnesses, phobias, addictions, and so on. People live in these communities with roommates. Hope this helps
