Also because people blamed him for the Stock Market crash, possibly, but much of what happened afterwards, the unemployment, the bread lines, soup lines, etc. Roosevelt came along with promises for change, and he delivered. Whether Hoover was to blame or not for the Depression, I don't know, but I know there were people in my family who had been New Deal Democrats, and they virtually despised Herbert Hoover.
