In the preamble of the Constitution "establish justice" means that our government has a legal system which makes fair decisions to fix problems among its citizens. Not having a federal judicial system was a problem with the Articles of Confederation, so having a judicial system that could handle disputes between the states or between people from different states, was a goal of the new Constitution.
