I think Norwegians in the south US or scientists in the Arctic. 

If you're white, your skin burns a lot easier. If you're in the Arctic, there's a lot of ice and ice reflects a lot of sun, but at the same time, if you're in that cold, you're going to be pretty bundled up. Yes, you can get a sunburn in the cold. 

Black people don't burn as much as white people, and also black people tend to not be as interested in tanning as whites. 

Still, anyone can get skin cancer, black, white or in between.
