Champlain started a colony in Canada, I can't remember the name right now, and it DID work out, so C can be crossed off.
Champlain would have mapped his route to his destination, and then mapped the area that he used for the city, so A can be crossed off.
He would have to look for colony sites, so B is not the answer either. So I would say D, besides, I have never heard of a city named Champlain. Oh! I believe that the city was Quebec!
