In my opinion, this is more of a subjective question than anything. Because true or false seems like it could be the correct answer.

Some people would consider the makers of our Constitution to own all of the glory for this country. But others would consider each citizen of this country towards it's success, from the boycotts/protests of blacks and feminists, to the bloody war of WW2 and Japan. Those things could be thought to have formed our country to what it is today.

However, none of that could have been possible without our founding fathers creating the bill of rights. So this one could go either way.
