Fewer ion channels will open in the postsynaptic cell. I think D but I'm not certain. help

well the one to trigger opening of ion channels are neurotransmitters and they get it activated by binding to their receptor if their receptor is blocked or damaged can ion channels open? can neurotransmitter bind to that receptor? can the signal be transducted ?
