This question's tricky... The presidents might allow themselves more power like Thomas Jefferson and the Louisiana Purchase. Supreme Court rulings might allow presidents to do new things. People might expect different things from the presidents over the years. And in wartime situations, as commander in chief of the army the president can receive more power.

I agree with @neonumbrella5115 I think all of the answers could be viable options, but I am kind of leaning towards answer C, just like you, because people protest and have lots of opinions, but these don't necessarily cause impact on the president's abilities.

@spudmushie123 @KaeKat15 I would just go with C, because that's the best answer, but I don't think the question was worded in the best way.
