(I'm using asterisks to show things you need to add or change:)

El pelo castano [...]* el mejor [los]* color [el]* pelo

[...]* --> You need to add the verb in here: "es" [in English: "is" [to be]]
[los]* --> You should delete this
[el]* --> You should delete this (no need of an article in this case)

So, the correct sentence should be:

El pelo castano es el mejor color de pelo.
[literally: "Brown [hair] is the best hair colour."]
