[until the storm began] is a subordinate clause-specifically an adverb clause modifying the verb enjoyed. The independent clause is We enjoyed the picnic. A subordinate clause is a dependent clause. A dependent clause has a function: noun clause, adjective clause, adverb clause. You have to determine the FUNCTION of the clause to determine the kind of dependent clause it is. If it is FUNCTIONING as an adverb, it is an adverb clause. An adverb modifies a verb, adjective, or other adverb. Hope this helps.
