Well he was born into a rich family at Bordeux 1689-1755 
He wrote a thesis on government.At this time he held the view that England was the best govt 
The King who enforced the law 
The Parliament which made the laws 
The Law Court which interpreted the laws 
He also said that if the enforcer and the Law Court were in the hands of the same individual,then thier was no law 
Even worse if all 3 were in the hands of one person.Catastrophe
