PLEASE HELP!! MEDAL!! How racist was the immigration restrictions in 1920s??

In the 1920's we can see certain things such as the Immigration Act of 1924 which essentially limited the annual number of immigrants that would be able to be granted access to a country, If I remember correctly this act severely restricted mainly southern/eastern Europeans,africans and other groups. I wouldn't call it racist, its more based on fear on specific people, like the immigration restriction on Germans was put in place because of WW1. So mainly is was based on fears and also the yellow fever spreading.
