I'm pretty sure it is c since Akbar was well known for practicing religious and cultural values. The Safavid empire was well known for being warriors and defending Constantinople they we're also at war with the Ottoman empire so that's not much of religious or cultural tolerance and the Ottoman empire we're invaders and conqueres. Akbar tried his best to have the Hindu's accept the Muslims so that counts as cultural and religious tolerance so I'll just go with C. Plus the Mughal's valued Safavid culture.
