Problems like this always confuse me.........
Sixty is 12% of what number?

'is' indicates an equal sign

'of' indicates multiplication

'what number' indicates 'x'

So we have:

60 = 12% * x

12% is the same as 12/100 which equals 0.12

60 = 0.12x
