Alright then.
The bar graph would give the no. of vote for each animal. Now the lowest is 11 and highest is 41. But since it's gives votes, I don't think using a kink, i.e. 10 as starting would be right.

Highest could be 50, alright.

So start with zero, and end at 50.

Also, what does 'by 2s' exactly mean? I am not very sure, but if you can tell me what it means I can help there.
