It eliminates the need for air purification in public buildings and reduces respiratory illness <-- Actually, we need air purification because smoking can hurt other people's lungs. It increases productivity of all students and employees in the building <-- Smoking hurts people, so how could it increase productivity? Yeah, I'd go with D.
