I would think the correct sentence would be " who did she say would meet us at the swimming pool " and " who " would be your subject...but the original sentence is not written like that....so I am kinda lost on this one...sorry

oh...wait...rearrange the sentence.. she said (whom) would meet us ....so what would that make whom be in this sentence ?
now we can use the " him /he rule ". he = who him = whom she said " he " would meet us.....he = who......I still think " whom " is used wrong in this sentence....sorry...I am just getting all confused...probably messing with your brain as well.
