yes, definitely report all messages against CoC, you don't need to provide the screenshots though, once you report the mods can see the message you reported

I have heard that a lot of reports without any sort of description are ignored, though that may only be for posts, since on a message report, they can see the message

There is no reason to expose a user publicly, as I always say, don't name and shame. I know you are smarter than this and knew you could have just reported them. Next time report it and we'll take care of it.

Only admins can IP ban, and very few people have ever been IP banned on OS. When a mod suspends an account, it only suspends that account, not the IP.
