Is there a lag with the medal receiving notification, or is it just my laptop? I see myself get medals on a post, but the notification that I received it comes like 10 minutes later.

Sometimes you don't get a notification :/

But if you click "View all Notifications" and then click medals. You will see that it came but didn't decide to alert oyu.
