A solvent is a substance that dissolves other substances called solutes.
Does sugar dissolve water? No!
Does water dissolve sugar? Of course it does!
So is water the solvent or the solute? Obviously it's the solvent and sugar is the solute!
If you have a glass of tea and you put so much sugar in it that you cannot dissolve anymore, is it concentrated? Of course it is!
If your glass is big enough and you add water to your sugary tea, are you diluting it and making it weaker? Of course you are!
Since we know that diluting something makes it weaker, can you now answer your question?
